BY-LAWS AND PROCEDURES

OF IMPERIAL CORE ENFORCERS

 

DIRECTIVES:

0001 -ADMISSION POLICY:

A. Requirements for entry - City and Guild membership require Imperial affiliation (either overt or covert). Militia Members are required to declare overt alliance while on duty (performing militia missions). New members will be given one week to attain appropriate faction affiliation upon entry.

B. Recruiting Policy – Any member who is past their probationary period (one week) may recruit an individual for city residence without restriction providing the individual meets admission requirements. Members are empowered and encouraged to recruit members for guild membership and may officially sponsor them at the guild terminal. Thereafter a council member will interview the applicant briefly either in person or through chat to see that they are a “good fit” for the guild and make the decision as to wether or not to accept the member. Council members may recruit and accept members to the guild without review. Under no circumstances will bribes or offers of payment be offered to recruit new members. Nine Rivers and ICE are an organization that seeks recruitment of dedicated members loyal to the imperial cause, ones who cannot be bought.

C. Sponsorship/probationary period – The individual who recruits a new member shall serve as their sponsor for the space of one week. During this time they shall assist the new member in settling into the city by assisting them in procurement and placement of a residence and vehicle and ensuring that they are properly oriented in regards to the city layout, declaring residence, voting and meeting times. They shall additionally introduce the new member to as many members as possible and accompany them to the next scheduled guild meeting where they shall be introduced by the Commissioner of Personnel. Upon completion of this probationary period (providing the new member has declared residence and has required imperial affiliation) the new member will enjoy all guild membership benefits to include access to guild mail and sponsorship privileges.

0002 COUNCIL:

A. The council of Nine Rivers is comprised of job specific duties and responsibilities. Council positions consist of Mayor (Burgess), Guild Leader/Militia Commander (Commissar), Commissioner of Personnel, Commissioner of Commerce, Commissioner of Resources, Commissioner of Cultural Affairs and Head Hunter. For details of the duties of the council positions and the incumbents see the COUNCIL PAGE. Guild membership will be required for appointment to the council, council members will be required to keep guild chat visible and attend all regular and special meetings as may be deemed necessary by the Commissar or Burgess. Absenteeism from three consecutive meetings without notice to the Commissar and/or Burgess will be grounds for removal from council. Neglect of duties or prolonged absence will be grounds for review for dismissal at the discretion of the Commissar and/or Burgess in concert with all current council members. Final decision of appointment/removal of council members and responsibility for notification rests with the Commissar or Burgess.

B. Any council decision may be overruled by a simple majority vote of the entirety of the membership of the guild.

C. The Burgess of Nine Rivers and Commissar of Imperial Core Enforcers each retain full right of veto on any matter affecting the guild/city or any admission/removal of persons from the guild or city. Such veto may be overruled by a ¾ vote of ALL guild members.

0003 INAPPROPRIATE CONDUCT:

A. Council members are empowered to correct the behavior of any member when they feel such conduct to be contrary to the spirit or smooth functioning of the city or guild. The Mayor, Commissar or Commissioner of Personnel are empowered to remove an individual from the guild at their discretion if the individual’s conduct is of such a severity to merit immediate removal for the good of the guild/city. Removal of the guild in other circumstances shall be at the discretion of a vote by an assemblage of the council. Any guild member may call for a disciplinary hearing to be held by presenting credible evidence of the necessity for such action to the Commissar or Burgess.

B. Grievances/disputes between guild members which cannot be remedied individually by the parties concerned will be mediated by a council member subject to appeal to an assemblage of the council.

C. Guild members will under NO circumstances “deathblow” another guild member without prior consent.

0004 CHAT/MAIL GUIDELINES:

A. The Imperial Core Enforcers and city of Nine Rivers were founded upon the fundamental concept of mutual respect and courtesy. Our membership is comprised of individuals from diverse demographics, countries and lifestyles. Our success and strength has and will continue to be the manner in which we treat eachother. It is with this philosophy in mind that the following chat and guild mail guidelines are established; most of these are extracted from the Star Wars Galaxies terms of service with some modification or expansion thereto. ICE members who violate these policies will be given one warning, the second such incident will result in a fine of 5,000 credits to be paid to the city treasury immediately, if the behavior continues the offender will be referred to the Guild Leader, Mayor or Commissioner of Personnel and will be removed for the guild for a period of one week. If the behavior becomes a pattern the individual will be subject to permanent dismissal from the guild and be the subject of a City Ban by the Guild Leader, Mayor or Commissioner of Personnel. All council members and militia are charged with the moderation of chat and mail regarding these guidelines and enforcement thereof. No council or militia member will /ignore any guild member and will keep guild chat open at all times:

1. You may not harass or threaten other players.
2. You may not use any sexually explicit, harmful, threatening, abusive, defamatory, obscene, hateful, racially or ethnically offensive language. (“dirty” jokes, sexual innuendo and banter of a lighthearted nature are acceptable, but all members are cautioned that there is an acceptable level of such activity. Keep it within the realm of good taste. Cussing does not necessarily constitute obscenity.)

3. Sexual Abuse or Harassment - untoward and unwelcome advances of a graphic and sexual nature. This includes virtual rape, overt sexual overtures, and stalking of a sexual nature.

4. Hate Mongering - participation in or propagation of Hate literature, behavior, or propaganda related to real -world characteristics (including gender, race, ethnic origin, country of origin, sexual preference, physical or mental disabilities).

5. Personal disputes will be kept off guild chat, if a dispute develops a council member can be made available to moderate the disagreement, under no circumstances will any guild member, insult, degrade or demean another in a serious manner.

6. Spamming on guild chat gives the guild leader a headache, and also causes difficulty in communication, do not do this.

*There is a profanity filter in the game. If profanity offends you the filter is a viable option.

0005 LAW OF LAND WARFARE:

A. In the eventuality of armed conflict with enemy forces the following directive is issued for all NRDF (militia) personnel, civilian personnel are highly encouraged to follow these directives as well. We as imperials should project a certain air of dignity and not debase ourselves to the level of the terrorist scum we stand against. We must ensure that we conduct ourselves in a manner befitting our status as imperial loyalists and not commit any action which would degrade the high esteem we hold in the Emperor’s eyes. We are not some ragtag band of rebel terrorists or mercenaries, we are imperialists, we are elite and we are the good guys.

1. Enemy personnel will not be subjected to vulgar attack of a personal nature.

2. Prisoners will not be abused and will be turned over to Lord Vader or his direct representatives for further interrogation.

3. No civilian personnel (non rebels) will be subject to disdainful or insulting language unless they are suspected rebel sympathizers.

0006 BATTLEFIELD REPORTS:

In the interest of intelligence gathering and battle readiness all personnel are urged to submit the following report to the Commissar concerning any rebel encounter (via in game email):
